Following the terrorist attacks on the 11th of September on the Twin Towers of the World Trade Center, the need to adequately address security threats has become more significant than it ever was before. Not only did the terrorist attacks highlight the need for adequate prevention of the breach of homeland security but also brought forth the inevitability of the prevention of the breach.

The development of the Department of Homeland Security abolished several individual federal agencies and merged them into one nationwide agency under this very understanding (Bullock, Haddow, & Coppola, 2006). The basic comprehension was that a terrorist attack was often of such a nature where the magnitude of damage and scope of impact is similar to what one would expect to find to be present in the case of a natural disaster.

“Understanding the nature of threats today from an all-hazards perspective requires security managers at all levels of government, as well as the private and non-profit sectors, to have a thorough knowledge and understanding of the capabilities of each others’ organizations to know what each brings to the fight. A common saying today among homeland security officials is that during a crisis, whether caused by a natural hazard, accidental hazard, man-made hazard, or terrorist event, it is no time to be exchanging business cards” (Kilroy, 2007, p. 94).
