After the Israel-Lebanon war there was a movement to establish Jewish settlements in the west bank which led to the first Palestinian Intifada or uprising from 1987 to 1991. This was under the control of the PLO which carried out terrorists attacks while youth hurled stones at the heavily armed Israeli defense force. In 1987 Hamas was founded by Ahmed Yassin and Abdel Aziz al- Rantissi. They primarily targeted the civilian population of Israel as well (MidEastWeb.Org, 2008).

The Madrid Peace Conference was the first open accord to start peace negotiations between the Israel and the Palestinians and other Arab states. This eventually led to the Oslo accords which were a major breakthrough in peace negotiations between the two sides. It was during this time that the Palestinian governmental authority was formed with the authority to rule over the various components of Palestinian society. On September 28, 1995 then Israeli Prime Minister and Yasser Arafat signed the first Israeli-Palestinian Interim Agreement. However peace between the two sides eventually faltered again. Eventually the Palestinian Authority disintegrated as well in 2007 during the battles between Hamas and Fatah which lead to several civilian deaths (MidEast.Org, 2008).
