The third factor for evaluation is the criticality of the scenario. This factor examines the degree of loss that would occur with regard to the role of the element in society (Kilroy, 2007). For instance, a bank would have a high level of criticality for a town if it held all the assets of the town in its accounts. The incidence of a terrorist attack on such a bank would cause all the assets to come under pressure.
It is imperative to note that the effective prevention of the breach of homeland security involves a bi-lateral analysis in which external elements are analyzed to identify threats and internal elements are analyzed to identify vulnerabilities (Bullock, Haddow, & Coppola, 2006). This identification can be a highly complex task and can require an extensive channeling of time and resources towards thorough examination of the variables in the environment. Each threat has to be given its due regard in light of the damage that it can potentially cause to the fabric of society if it was to take place.
